West End Flats

A new downtown development is bringing 101 apartments, new residents, and continued investment to Cheyenne’s Downtown.

Developed by Stencil Group, West End Flats Apartments is transforming an underutilized downtown site into a new residential community. The 101-unit development helps create an opportunity for more people to live, work, and spend time in downtown Cheyenne.

AVI was proud to support the project through several key stages of development, helping move West End Flats from concept toward construction. Our work included securing TIF funding, facilitating the development agreement, preparing the civil site plan, facilitating the alley vacation, and completing the required subdivision processes.

Projects of this scale require coordination across developers, local agencies, consultants, and community stakeholders. From navigating development requirements to working through the details of site design and approvals, AVI helped keep the project moving forward.

As West End Flats near completion, we’re excited to see a new residential development become part of downtown Cheyenne. More than 100 new homes will bring new residents to the area and contribute to the continued growth, activity, and investment happening throughout downtown.
