In order to support the additional construction traffic and the added long-term traffic being borne from the new Cowboy Solar project in southern Laramie County, Chalk Bluff Road (Laramie County Road 203) required reconstruction, widening, and resurfacing from US 85 (S Greeley Hwy) to the eastern limits of the Cowboy Solar project (approximately 9 miles).

AVI provided surveying, roadway design, right of way acquisition, and utility coordination services to improve the aging county road up to the current Laramie County standards. Improvements that were made with the project included widening to a 32 foot wide road, upsizing/replacement of all drainage cross culverts, improvements/scour protection to the Porter Draw FEMA Floodplain crossing, improvements of horizontal and vertical curves to meet a 60 mph design speed, cement treated subgrade stabilization, and addition of mailbox turnouts for local mail deliveries.
