Belvoir Ranch Master Plan Update

The Belvoir Ranch Master Plan Update was an effort by AVI to consolidate elements from the 2008 Plan and identify implementation steps to open the Ranch to the public. The Master Plan update focused on four character areas and guiding principles for each of the character areas.

In March of 2024 the City of Cheyenne contracted with AVI PC to do a targeted update of the 2008 Belvoir Ranch and Big Hole Master Plan. The purpose of this update is to recognize the existing conditions of the Ranch, changes to the property since the 2008 Master Plan, and to set a framework for considering new uses at the Belvoir Ranch. The Plan update was crafted through significant stakeholder interaction in the form of public meetings and focus group discussions. These conversations helped prioritize the uses, goals, and policies discussed in Chapters 4 and 6. This update does not go in depth regarding existing conditions and the history of the Ranch, but rather presents an implementation blueprint for considering newly proposed uses at the Belvoir. A complete history of the Ranch can be found in the 2008 Master Plan as the historical information has not significantly changed. Furthermore, the 2008 Master Plan contains an extensive analysis of the natural and anthropological history of the Ranch.
