          The Cheyenne Metropolitan Planning Organization (MPO) a long range transportation planning entity in coordination with the County and WYDOT have contracted with AVI, a local Cheyenne engineering and planning firm to study potential alignments for a future High Plains Road Corridor. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The need for an east west connector between College Drive and Terry Bison Road has become more evident in recent years as adjacent developments on I-25 and U.S. 85 (South Greeley Highway) have built up like the Cheyenne Logistics Hub at Swan Ranch and Stubbs and Stubbs Oilfield Construction, respectively. Steady development at the Rail Park and growth in a number of industrial companies has also been accompanied by high tech industries that are also moving into the Laramie County the Cheyenne LEADS Business Parks. This growth has increased pressure to complete the South Cheyenne road network to alleviate congestion on the other major roads and accommodate growth and future development in southern Cheyenne.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The Street Network Master Plan, South Cheyenne Streets completed and adopted the City and County Governing Bodies in 2004, recommended that a conceptual High Plains Road connect at a future interchange on I-25 which is now in place.  It was also recommended that this future roadway follow the terrain and section lines and then intersect with the other collectors or arterials including Parsley, Division, South Greeley Highway and Avenue C. Subsequent adopted plans including the County and City version of Long RangeTransportation Plan in PlanCheyenne 2006 and update in 2014 identify the need for High Plains Road to serve future development. 
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The primary purpose of the project is to create a comprehensive and realistic planning document that is sensitive to the current function and property owners, serves all transportation users, and is adaptable to future developments in the area. The end result of this project will include the following goals:
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
           Development of a 35% conceptual road design for High Plains and recommendation on a preferred alignment and future “footprint” of the corridor
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
           Accommodate the needs of the existing landowners and future roadway users
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
           Provide a safe roadway of all users.
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;

          Contractor began rockfall scaling using a pneumatic rock hammer mounted on a model 350 trackhoe and a 470G trackhoe with a bucket. Contractor removed rock outcrop located right of Sta 3+75 and began scaling unconsolidated rock from north to south from Sta 4+00 to 2+50. Contractor also placed plastic pedestrian fabric to restrict unauthorized personnel from the work zone.

          AVI – Thanks much for helping get everything finally over the hump with Coal Creek stuff! It was a long journey, but with some willow plantings last month, we put the finishing touches on a project that at several times during the ~10 years it was batted around seemed like it was one that was destined to last for a long time. We’ll see how the runoff treats everything on the project, but I think we should be in really good shape once the vegetation starts to take hold out there. We’ve already received a ton of positive feedback from hunters and anglers that are using the roads out there and they’ve held up really well during the October rains we had out there.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          I think I speak for everyone at Game and Fish when I commend you guys for sticking with this process through the years and remaining flexible right up to the very end with all of the challenges that came with the project. You guys did a great job of communicating what was going on and adapting designs to accommodate any tweaks from either permitting or with natural channel design principles. And it was a breeze for me to work with the contractors after you guys aligned everything that needed to occur with them. And at times it was just downright fun to work with you guys, which makes the process a heck of a lot easier.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

If any questions arose with billing (which was rare), they were very quick to respond.

         &#xD;

          The Wyoming Engineering Society (WES) has recognized Wyoming Department of Transportation’s West Belt Loop project as the co-winner of its 2016 President’s Project of the Year award. WES gives this honor annually for outstanding engineering or surveying projects used by and benefitting people of the state.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The project applicants were Wyoming Department of Transportation (a project partner and Owner), and AVI Professional Corporation who completed the engineering design for the project.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Wyo. Highway 257 (West Belt Loop Road) connects Wyo. Highway 220 to U.S. Highway 20-26 and is approximately 7.5 miles in total length. The roadway consists of two (2) bridges and numerous box culverts and stock crossings. Construction for this bypass consisted of two (2) phases. Phase 1 construction began in 2013 and consisted primarily of roadway grading, bridge construction, and the re-alignments of both Robertson Road and Poison Spider Road. The entire road bed was prepared from the approximately three(3) million cubic yards of material excavated throughout the project with the majority of the material being generated from the “Big Cut” area just north of the Bridge spanning the North Platte River.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Phase 2 of the project began in the fall of 2014 and consisted of placing concrete surfacing along the constructed West Belt Loop roadbed, construction of the Oregon Trail Scenic and interpretive parking area, signing and striping, along with reconstruction of a small portion of US 20-26 to improve storm drainage. The construction cost for both phases of the Casper West Belt Loop project was approximately $36 million. The project was completed on December 1
